The town serves as a hub for shopping and employment for south-central Kentucky. It is also the foremost city of the Richmond-Berea Micropolitan Statistical Area.

Colonel John Miller of Virginia founded Richmond in 1798. He was drawn to the area because of the friendly Native Americans and the access to good spring water. In that same year, Kentucky legislature decided to move the county seat from Milford to Richmond. This sparked a heated dispute between residents of each town, but it was ultimately approved. The name of the city was chosen to pay homage to Miller’s birthplace Richmond, Virginia. In 1809, it was officially incorporated. During the Civil War, the city served as the setting for the Battle of Richmond. The clash resulted in the Confederate Armies capturing around 5,300 Union soldiers. The city created the Eastern Kentucky State Normal School in 1906 as a resource to train teachers. The first graduating class only had eleven students. By 1922, the school had undergone an extensive expansion of its curriculum in order to offer a four-year program, and as such it became a college. To acknowledge the academic departments and research, the institution changed its name to Eastern Kentucky University in 1965.
